
PROACTIF: unmanned vehicles for civil security and surveillance missions
PROACTIF is a European research and innovation project focused on developing the next generation of unmanned vehicle technologies for civil security, emergency response and critical infrastructure surveillance.
The project brings together a large European consortium to create a common framework for UxVs — unmanned aerial, ground and surface vehicles — capable of operating in complex environments. Its objective is to improve how authorities, infrastructure operators and first responders collect information, assess risks and respond to incidents.
PROACTIF addresses two major operational needs.
The first is emergency management and first response. In these missions, unmanned systems can support faster situational awareness in scenarios such as emergency sites, wildfires, search and rescue operations, and crowd monitoring. By using UAVs and other unmanned platforms equipped with advanced sensors, responders can obtain information before sending people into hazardous areas.
The second is security and surveillance of critical infrastructure. PROACTIF will demonstrate how unmanned systems can support monitoring and inspection of offshore areas, ports, rail yards and energy substations. These environments are often large, complex or dangerous, and they require reliable information to detect risks, support decisions and reduce the need for human exposure.
To achieve this, PROACTIF develops and integrates several technology building blocks. These include advanced radar, infrared sensing, LiDAR, imaging systems, edge-cloud processing, resilient communications, localization, positioning and tracking, cybersecurity, and multi-vehicle teaming and control. These technologies will be integrated into different unmanned platforms and validated through mission demonstrations across air, land and sea.
A key ambition of the project is to strengthen European capabilities in secure and reliable unmanned systems. PROACTIF supports the development of technologies that are safer, more energy-efficient, interoperable and suitable for future civil security applications. The project also contributes to European resilience by promoting technology value chains based in Europe.
Within PROACTIF, Safran Electronics & Defense contributes its expertise in GNSS simulation, inertial simulation and resilient Positioning, Navigation and Timing. Safran’s role focuses on creating configurable simulation capabilities for unmanned vehicles operating in GNSS-challenged environments, including degraded signal conditions, jamming and spoofing scenarios. This work helps project partners test and validate navigation algorithms and positioning resilience before deployment in real missions, supporting safer and more robust autonomous operations.
